There are many tournaments and "Club" teams (fall tournaments, winter break, summer travel teams, etc) that take place outside of the Spring season when NRI and CYLAX operate their teams.  To join these clubs and / or participate in these tournaments, you can sign up with the local groups that run these clubs and tournaments.  These groups are not affiliated with NRI / CYLAX.
